iphone 6s unblock

When I call my buddy from my iphone 6s on his verizon HTC 10 I am not able to leave a voice mail. I get a recording saying my phone is blocked and I need to unblock it. In settings on both phones there are no blocked numbers.  How do I unblock my iphone??

Is it possible that your buddy blocked you via My Verizon? The only way I'm aware of your phone being blocked to one number is that they (the number you're trying to call) blocked you.
