iphone can't text non apple phones

It seems my iphone 5 can text apple phones but cannot text non apple phones.  I get a message not sent. ???

Try using another app for non Apple phones. I know Apple has a messaging program, but I am not sure if it works with non Apple phones

Called my carrier which is Verizon and they found that texting on my account was not enabled.  The iphone uses instant messaging when texting other iphones.  It texts when sending to non apple phones.
