I am sorry for any difficulties you have had. To have your iPhone 4S unlocked for international use please reach out to our Global support team http://vz.to/1thWKRd They will definitely be able to assist you further.

We can definitely look into options. Is your iPhone 4S currently active on a VZW active telephone number/account? Do you have a current VZW account? To unlock and iPhone 4S for international use the device must be active on an active VZW account to access the necessary information. I was trying to use local sim card on my verizon phone but was unable to do it because the phone is locked

I do not want to use Verizon global plan it is very expensive

How can I unlock my phone just to use Local sim card ( using my device iPhone 4S)
