unlocking contact during non time restricted times

I am trying to unlock my daughters IPhone 6.  We have restricted times on there but it will not let her contact anyone except trusted contact even during non restricted times.  How do I unlock this where she can contact her contacts during this non restricted time?

I have a teenager myself and love the familybase feature as it helps keeps tabs on what she is doing. I certainly want to make sure that she is able to contact other people during the un-restricted times though, here is a helpful link about setting up your usage controls with familybase: http://vz.to/2c4vDIk.
