Billed for phone was was not delivered, please help

My family ordered a phone from Verizon in January. The phone was never delivered. According to the tracking information from FedEx, the phone is listed as pending delivery. We contacted Verizon about the delivery. We also ended our agreement with Verizon shortly after the phone never arrived. We were billed almost $600 for the phone. After numerous calls to Verizon and empty promises, we are all out of options. Does anybody know how to get this resolved? Should we contact the Better Business Bureau? Any advice is appreciated.
