Price going up on plans when you drop a line

Has this happened to anyone else?  We dropped a line and now have 4 lines instead of 5.  Our bill went down, but when looking at the bill each plan went up by $5.00.  So they charged us $20 more.  And verizon just keeps repeating "when you modify lines, your plan goes up", but I can't get them to show me where it says that or tells customers that.
