Administrative charges:

I am paying $.74 administrative  charge each month on my land line , & $.88 administrative charge  for each of my wireless telephones, & I have 4 phones, so  a total of $4.26  in administrative charges to Verizon each month.

What is an administrative charge?????  Is it Verizon's operating charge, that we consumers are paying over and above the monthly charges that we are paying to Verizon????
