Billing Fee???? New

Why am i getting a new adminstrative billing fee on my bill??? Should that not be part of bussiness. I dont think it would be ok, for grocery store to add charges for each back and reciept you get???? Oh we lost a bit of A/C when you enter and leave our store.... extra $0.72 on your bill and $.03 for your reciept... did you use the bathroom, add anther $.25 for the water.
