Billing after moving

Moving to new location that doesn't have Verizon service

2/5 Called to cancel service.  Verizon said I would get a refund of $67.87.

2/27 Called to ask where the refund was.  Verizon said should be mailed out soon.

3/3 No refund.  Got a bill of $55.36.  Called.  After being transferred multiple times finally talked to someone who seemed to know what happened.  She said they goofed and two refunds would come to me.  The $67.87 which I was owed and a mistake check of $55.36 which I needed to pay back when I received the checks.

3/16 No refund.  Called Verizon talked to Hanna.  She said all will be taken care of and I should expect a check for $67.87 plus $55.36.

4/1 No refund.  Got a letter from the collection agency.  Tried to talk to Verizon but every time I entered a billing question I got transferred to  the collection agency.

Tried the contact me section on Verizon web site but they never called.  Spent too much time trying to straighten this out.  What's next?  Any suggestions?
