Can't redeem $200 gift card - Is this intentional since it happens to everyone?

I've spoken with an agent who said this has been resolved.

Attempted to redeem it today and still won't allow me.

It looks like this is a reoccurring issue with multiple people over multiple years.... Wonder if this is intentional to keep people from getting their gift cards?
