Do I have a case with Verizon due to overcharging?

Hi

I see that my Verizon Fios account has been overcharged by about $7 dollars more

I have signed a 2 year agreement with Verzon, I thought that 2 year agreement locks in my monthly price for 2 years or am I mistaken?

Except for taxes and surcharges. However any material changes to your contract will give you the options to cancel without penalty. But you must give Verizon a chance to correct that change.
