FIOS internet $50 gift card - wassup with this?

First, why do I have to register as per the message when I log in to my Verizon account in order to get the $50 card promised up front?

Second, why does the link not work for several days in a row?  According to a few other posts, it hasn't been working for a while?

Please do hook me up with a working link or a more direct number that I could not find scrolling through the Contact Us stuff.
