you could try 1-800-VERIZON and speak to a customer representative. However Verizon is slick on putting qualifiers on their offers. So get ready for the fun and games.

now the good news since you are in New York State you can contact the NYS Public Service Commission here http://www.dps.ny.gov 

they have a toll free line and an online complaint form. They may need a proof of the promotion before they intervene. Another good place is NYS Attorney Generals Website http://www.oag.ny.gov and they can assist also.
