After I moved to Maryland and applied a new verizon account, I removed all services from this account. The remaining balance is negative (-$50.99) since the last time I paid the bill. When can you send me a refund regarding the negative balance?

This is a peer to peer support forum. For that type of information, you need to call Verizon directly.
They usually will not send you a refund, but continue to forward your negative balance to the next month. Only exception is when you terminate your account.
In your case YOU MUST CONTACT THE BILLING department, and hopefully get them to refund your amount in a reasonable time frame.
