Unable to Register for Visa Prepaid Card

I've received multiple emails to register for a $50 Visa prepaid card, but am unable to do so.  The email says to follow the link, log in, and follow the on screen instructions.  The link takes me to the log in, and then I just see my normal account page with no further instructions.  I tried support chat, but the computerized agent never connected me to a human.  How do I register for the card?
