Unable to redeem $150 VIsa Prepaid Card

I've been trying for months to redeem this card. I received the $200 Google products with no problem. 

I registered the card a long time ago. It said to allow 8 weeks for processing. I went the other day to check the status and its currently "On Hold" due to a past due balance. HOWEVER, we are on Auto-Pay and don't carry a past due balance. Our bill is paid in full every month. It's been at least two weeks that the status has been on hold. 

Please escalate this to someone that can correct the problem.
