Because they offered Verizon a deal they could live with. Verizon had previously sold off a bunch of resources for other states to Frontier.
Remember you are not talking to Verizon here, you are talking to peers. Yours is one of the questions that Verizon Web Admins (the only Verizon normally here) will never answer even if they knew the answer.
