1) If a community has implemented Images Version 2,Where do you got to "see" how to access it ?
2) Is there a place where all the communities that have implemented Images Version 2 are "listed" ?
3) What is the latest "official" Verizon position on its use by the communities?
4) Are the community managers employees of Verizon ?

You can access/upload images directly from your profile page by clicking on your username. As far as I know, there's not a "list" of communities that use this feature though.
All images uploaded are subject to pre-moderation. Once you upload an image, the moderators will check it to make sure it is appropriate (nothing pornographic, defamatory, copyrighted material, etc) and either approve it or reject it.

WOULD LIKE TO RENAME THAT ALBUM TO INDICATE WHAT THEY HAVE IN COMMON.

You need to create the albums when you upload the pictures. At that time, you can also designate whether it's public or private.
Do you have other pictures to upload now? If you can upload one for each album you want to create, then you would be able to move the pictures you have already uploaded into the correct albums.
