Are minutes used for both outgoing and incoming calls?

My wife is oversees and added international minutes to our plan.  Do the minutes apply only to her outgoing calls or do calls made to the phone count as well?

It would be both incoming and outgoing calls counting against the minutes in the international roaming plan.

For text messages, only outgoing text count. Incoming text do not count against the text allotment.
