Can I text someone from the US without an international plan if the person I am texting has an international plan?

My boyfriend is abroad and he bought an international plan so he could stay in touch but I don't have an international plan (I am in the US). Does that matter? Do both parties need to have an international plan?

No.  You are texting a US number and it doesn't matter where he is.  Same with calling, it is just a domestic US call for you even if he is overseas.  For you, it is only a domestic US number

plus if you are on More a Everything Verizon Plan, international texting from the US is included for free.
