We are a family of 4 going to Italy for 10 days. We don't need to call or text anyone but want the option when not in Wi-Fi range to be able to use Uber and online maps etc. What is the best option for us? I was thinking of only using 2 of the phones (the others can just use the free wifi when in the hotel) because if we separate, I want both groups of 2 to be able to navigate the country

You may want to try Verizon's trip planner tool: International Trip Planner | Verizon Wireless
That said, for most devices, you'll have two options available:
1, TravelPass, which allows you to use talk, text, and data normally overseas, but charges $10/day any time you do.
Or 2, Pay As You Go, which charges per minute, message, or MB used overseas. Rates for Italy look to be $2.05/MB, so TravelPass would probably be the better option.
Make sure you put any phones that won't be using international services into Airplane Mode so they won't try to use any background data.
