International calling means calling from US to international location
International roaming means using your Verizon phone in an international location.
With international roaming, if you have travelpass on your account, and you are in a country that is covered by Travelpass (not all countries are covered), the $10 per day charge covers calling within the country you are in and calling back to the US using your current plan limits.
You are only charged the daily rate if you use the phone with the Verizon SIM in the phone. If you put a European SIM card in the phone, Verizon has no way of knowing you are using the phone and you do not get charged the $10
