How do I avoid international charges?

i am currently in Germany. I was told I only need to turn OFF cellular in order to have no charges. Cellular was off and my husband's phone rang! Does this mean we will be charged? I'm confused! We would still like to use wifi. Thanks.

Put the phone in airplane mode.  That will shut off ALL radios.  Then, turn on wifi, ensuring that is ALL that is on.

Here is my assured way.

Turn on airplane mode - this turns off all radios.

Then turn on only wifi. (ok to turn on bluetooth if it is needed)

This will prevent any charges for roaming.

IF you have wifi calling active, you can then still get calls through wifi. This is no charge, no roaming. Only certain phones can do wifi calling.
