I am in Kingston Jamaica and, when attempting to call, keep getting the response "mobile network not available." Do I need to do something I need to do besides dial the US number?

Yes there is. When we are international, you must mark your calls as being dialed internationally.

For the Samsung Galaxy S4/S4 Mini:
Dial a + (Hold Zero) 1 then the mobile number.
You also must enable Data Roaming Access to use data while international. Changing the Preferred Network Mode also helps when using your phone internationally.
Roaming: Applications>Settings>More/More Networks>Mobile Networks>Data Roaming Access/Global Data Roaming Access>Allow Access for All Trips>OK
Network Mode: Applications>Settings>More/More Networks>Mobile Networks>Preferred Network Mode/Network Mode>LTE/GSM/UMTS>Automatic>OK
If you experience issues after completing these steps, please proceed to the following steps.
Always power off and back on your device after making changes like the above. Also, if you are travelling to different countries, when you receive the "Welcome to ___", it's good to restart your phone.
Another step you can use (**NOTE: it may not be available on all Android devices**): Applications>Backup and Reset>Reset Network Settings>Restart Phone to confirm
Another one is: Applications>Settings>More/More Networks>Mobile Networks>Network Operators (If this is grayed out, you did not switch the network mode to LTE/GSM/UMTS)>Manual>Select Network Operator
If you continue to have issues, you will need to contact the Global Support Team. [Removed] check your SMS messages, it is included in the Welcome Text.
