I have a Droid Maxx on an international plan for a visit to New Zealand. I think the charger is dual voltage so can I use just a plug adapter to charge it? Also, the International Plan only includes 100MB of data. Any idea how much data WAZE uses?

I would suggest that you download the maps beforehand for offline use.

Ann154 is correct if you can download beforehand, that would save your data. We do have other plans available while traveling to New Zealand.
