No cell service abroad

My son is currently studying abroad in Germany, and is going to Prague tomorrow for another week. I added a monthly international plan, but he is unable to get cell service and can't send or receive texts. Can someone please help?

Did they change the settings to allow for global mode and to allow roaming?
