Can not make outgoing calls

Okay so today every time I try to make an outgoing call I get this message " we're sorry your call cannot be completed at this time. Please hang up and try your call again later." However I use the full ten digit phone number so I don't know why I am getting this message. Please help me with this problem I do not have a cell phone so this is my only way to call people.
