FIOS Digital Voice - Not Available

Can someone please explain how FIOS Digital Voice is not available to everyone that has FIOS TV, FIOS Internet, FIOS Freedom package?  I have had FIOS since 2005 and love the service.  I just don't understand why I can't get FIOS Digital Voice.

The SIP service, which runs the Digital voice service may not be configured or set up at the Central Office.  This is only a guess but seems logical to me since most SIP services do require additional software and/or hardware and configurations  to work.

Makes sense.  Does anyone know of a way to confirm this?
