Fios Digital Voice Phone Rings Sometimes ...

...and sometimes just the light on the phone display lights up.  If I answer it ...it's just a dial tone.  I know someone is trying to call because later they will get through and say I tried to call you 3 times and it just kept ringing.  I see the light but no ring and no connection.  What's up with this?  Anybody else having this problem?

FIOS Double Play just installed 9/30/12....now this.  Never had this problem with old copper wires.
