how do I change telephone bill sub user account to primary account user

How does one go about changing their telephone bill account from a sub account user to a primary account hoder. As a sub account user I a unable to make ANY change to my telephone service & to have to call Verizon is the Pitts as I cannot understand their English. Anyone with info I would appreciate.  Thank you.
