My public IP changed recently and now I'm having some problems. An FTP server I log into regularly is rejecting me. I can log on from the FiOS connection at my office, but not from home. It seems that Megapath (the FTP server's ISP) is blocking my IP from port 21 because is has my IP blacklisted. How can I force my public IP to change?

It is easier to contact the FTP server own and ask them to unblock your IP address.
If you want to change your IP address, the only way that works for sure it to change the MAC address on your connection. That is either another router, or another Ethernet card on your PC.
Some say that if you turn off your Modem/router for 24+ hours it works. The answer is it can happen if you do so, but rarely actually does. What you are doing is allowing the lease on your IP address to expire without renewing it so it goes back into the pool (and hopefully someone else gets it). In theory you might get a new IP address any time the lease expires. The reality is the only reliable way I have found was to change the MAC address on my connection.
