I am getting poor internet performance

I am currently on the 3 megabit plan.  I am currently getting a download speed of 1169 kbps and an upload speed of 36 kbps   I have tried restarting the modem and it doesn't seem to help.  I have a Actiontec Mode GT784WNV   Any ideas what the issue might be?

Per the thread in DSLReports, your stats are awful, especially on the upload. You'll want to get the line fixed up so it can run at a higher capacity, which will improve the performance off the bat. You'll need to try the NID test to rule out a Verizon issue or a copper issue in your home.
