I am unable to connect to IP 96.47.40.173.

The trace rt stops at den.pnap.net [66.151.163.98]. Or theplanet.com [70.87.255.182].

I've run over ten traces with the same results.

What can I do to resolve this issue.

Verizon's answer is to sell me a business IP or premium support for 14.95 a month with a one year commitment.

Neither sounds like a reasonable response.

Appears to be an Apache web server test page from Centos.  Not sure where it is but I have no problem accessing it.

I would hazard a guess that at some time the VZ Ip address your router has was blacklisted at whatever site is blocking you.  You could try going into your router and releasing the current IP address and seeing if you can get a new one.

That may resolve your problem.

The odds on getting a different IP address from releasing the existing IP address are poor. I refer to IP adresses for FiOS as semi-static. They do tend to change over time, but it takes months unless you change the MAC address on the Router, which usually isn't a viable option (change the router)..

Usually you have to contact the site administrater at the site IP address where you are blocked. You can often find out the email address of the site admistrater from www.whois.com and request that the IP address be unblocked since it is now a valid IP address that belongs to Verizon.

Yes, instructions were Ok if changing the router.

Should have said release the IP address and power off the router for a few hours.

Typically if you just power off the router for at least 5 hours you will get a new IP address.
