Installer Didn't Bury Cable?

Yesterday we had a technician out to install High Speed Internet (not FIOS) and Voice service to the house. I wasn't home at the time, but my girlfriend was. He ran about 175ft of wire from the road to the back of the house...ABOVE GROUND! I'd attempt to do it myself but he actually looped it through on of the bottom links of my chain link fence. 

Can I expect somebody to come back later and bury it?

You should contact them again and ask when they will cover it.

I have, but nobody knows quite sure where to direct me. They usually hand me off to internet technical support (Indian call center). Any suggestions where to start and what to specifically ask for?
