Ipad is shaky with videos

Why when watching a video on my IPAD I have to give up, (sound is on, mouths are not moving, not a video, more like segments) but when I watch it thru my phone, and thru wifi, it works better?

Is your iPad trying to play an HD video whereas the phone is playing Standard Definition video? You may want to check the application in use to see what is being played. If this isn't at least being reported somewhere... shame on the developers/implementation.

What speed tier do you pay for? I have found that anything less than the 5Mbps tier is sub-par for streaming anything HD online.
