Verizon has been having these issues 3-4 years now. The speed results fluctuate fom time to time. Downloading becomes very slow.... same with page loading...
I've ran a traceroute earlier and here are the results...

Those are the results to two sites.As you can see the same 4th hop on both results, are high. So that does mean its within the Verizon network. At times when its fully intermittent, when I try to surf the web or download something (Even a 50mb file) it takes for ever as if your on dial up.
This is not acceptable.. I've been having this issue for the past 3 years it comes and goes. Thjis is certainly not what I want to pay for the service. its 2014 for Gods sake. With high class Fiber optics running at the premises, this is not acceptable.
Please, Verizon.. All I want a reliable connection with no latency. I pay for my service and I deserve the reliablity and speed,
Spotting The Fake Latency
If there is an actual issue, the latency will continue to increment or increase for all future hops:
Latency spikes in the middle of a traceroute mean
absolutely nothing if they do not continue forward.
• At worst it could be the result of an asymmetric path.
• But it is probably an artificial rate-limit or prioritization issue.
• By definition, if regularly forwarded packets are being affected
you should see the issue persist on all future hops.
In your case that isn't happening, so while that 100ms raises an eye brow, that is not where your real problem is.
72.21.222.87 amazon is amazon, so you might have a bad route, but I wouldn't worry too much about that one particular hop.
try to get a new route, and see if it helps.
If you can access your router, do the following, and you'll hopefully be working in 5 minutes.
Actiontec MI424-WR - RELEASE DHCP
Click on MY NETWORK icon at the top.
Select NETWORK CONNECTIONS from the menu on the left.
Select BROADBAND CONNECTION (coax or ethernet) depending on your connection to the ONT.
Click SETTINGS
Click RELEASE
Click APPLY
Disconnect the router immediately to prevent it from re-requesting a DHCP lease ---- wait 5 minutes, and turn it all back on and try again
