What is FIOS doing with YouTube? It is terribly slow. I know it is not a youtube problem because on my iPhone I can shut off wifi, switch to LTE, and youtube videos load quickly.

It's an Actiontec routher from Verizon. It really is an issue with youtube, my speed test is fine 25MBPS download time.
Verizon is doing nothing to YouTube. It's quite likely you are hitting a set of bad cache servers when you're using your FiOS connection, and when your phone is using the cellular network it is taking a completely different route and could be hitting some different servers.
I see the occasional slowdown to YouTube such as a few nights ago where it was really bad for me, but I'm only on DSL. If you reload the video a few times or change your DNS servers that often times helps. This IS a Google problem however since it's common across all ISPs.
Here's a video of how YouTube performs on Verizon. It's a 5Mbps connection, and it's off peak hours. No throttling that I can spot considering YouTube makes up a bulk of my connection's traffic. See video descritpion and in-video Notepad notes for more info.
As a heads up, my YouTube player starts paused. I start the video immediately, and it defaults to the highest quality possible. At work, which is a datacenter we occasionally see speed issues to YouTube on our end, and peering is directly with Google, so that sould say something about things then!
Ive noticed this also which first started probably around Oct 2012. This goes for my PC, Android tablet, PS3, and Tivo. I get lag and slowdown across everything. All other internet functions still work fast, even Netflix. I dont know what else it could be, Verizon Fios has to be throttling or something! It was working fine up to last October
This is ridiculous. I changed carriers to Verizon a few weeks ago. I increased my speed to 75/35 and YouTube is unusable even plugged directly into the router. I think I'm going to switch back. This is not acceptable. I think it's time to start a social media protest over this.
You really need to determine just exactly where the problem is that is causing your slowness or latency. I suggest getting a small, free programm called pingplotter. In that program you type the address of where you want to test to -- youtube.com for example, then it shows you were the slow links and dropped packets are happinging. Might be at your first hop or router, or farther up stream, even off of the verizon network. The program records this so that you can roll it back and see the outages and latency issues that have happened all day. Then if you see the problems at your router you can call and get some support for your demonstraitably messeed up router. Could be that things slow down just about the time another users starts whatching hulu, and bam you can see that. You can also ping to many diffent end points and see which ones verizon is slow on, uunet, wqest or another tier one (backbone)customer.
