I have noticed since the start of this new Start TV channel 489, that the reception is often poor. There’s constant pixelation (tiling) not including a low resolution picture. I understand that the content of old shows was likely shown before HD. Watching a show is much like looking through a screen door and pixelation makes it much worse. Is there anyway Verizon can address the pixelation issue? All our other channels are fine.

Pixelation happens because of low RF. The cause of this can be because of low light levels coming to the ONT, splitters, the tuner in the box, or the most common reason, bad coax. You'll have to have verizon come out to test the RF levels at your set top box.
You could also try temporarily moving the stb to another location or connect it directly to the ONT to see if that fixes the issue.
Depending on the model you have hitting power ok ok will take you into the diagnostic screen to see the in band status. To check the SNR level.
