My 4100ipc voice remote does not retain the code. If I manually enter the code via the TV model, the power off button works then, but then it stops, maybe 30 minutes later.

Try pulling the batteries out of the remote for at least 5 minutes. Put them back in and do the pairing routine, then input your TV brand and model using the manual input method. Also as crazy as it sounds, use fresh batteries.
