What does 'Re-enable' mean? I just plug the box in and wait for it to warm up and then start switching channels.

I figured the box got it's info from the ONT.

No, what channels are authorized is sent in an initialization from Verizon when the box was "authorized".  Your ONT only provides an optical to electrical conversion with no applied intelligence.  If it is not receiving the correct channel lineup then it needs to be reauthorized.
