Replay button not working fios one remote

Just received two new fios one boxes and remotes. The replay (set for 10 seconds) does not work for either. The light on the box flashes like it is receiving a signal but nothing happens. A universal remote that I have programmed also does NOT work. So it seems like something system wise, not the remotes.
