Static Sound

When I watch TV / Movies there is a static sound.

Also, My picture for regular TV (Not movies orvideo games), is coming in in black and white.

I got a new TV stand so I had to unplug all the cables, ive tried disconnecting the and reconnecting them but that didnt work.

Help please.
