Weather Channel returns- to what package?

I have Ultimate TV package and there’s the Weather Channel on 611  But my brother has Extreme package and no Weather Channel. Just a black screen and message about not being subscribed to something or other. What gives??

Channels can be added to certain packages.

Cable providers pay for every subscriber to a package regardless of viewer ship.

It was probably part of the deal to only provide to certain packages.
