Weatherscan channel 49

I have a request for Weatherscan. I requested before that Penn Hills be added to the cities. TWC told me that request must come from the headend. That never happened. However, I saw just recently they added Washington and Gibsonia. Can the headend request Penn Hills be added? Thanks!
