Cable relocation

Hi, I live in Chesapeake Virginia and would like to get my Verizon cable buried.   I have to coordinate it with Dominion power since they share the same poles and run along side each other.  Who do I contact to get this started.  The main reason for this is because the power and cable lines hang low at about 13 feet and make it hard to get taller vehicles under them.   Thank you
