Can't sign up for VZRewards for Gift Card or Referral Card

I've seen a few posts about this so just adding mine to get it escalated/addressed.  Can't access vzrewards to sign up for my sign on bonus or the referral bonus I signed up for.  Didn't know if you also pay for the cancellation fees for old companies since I remembered seeing it but not sure how to submit.
