Cannot redeem the card + the agent gave me wrong info

Like other people on this forum, I cannot redeem by visa prepaid card.

I try to chat with an agent, but the link on the support page doesn't work. I went to a new service request page to have a chat with an agent, and the agent said "You can make a call to our dedicated team on 1866-948-2725. They will surely be able to redeem the reward for you." But when I call this number, it immediately hangs up. Now I wonder if this promo is legit. Can I really get the card?
