Damaged Utility/Transformer Box

The cover to the tall transformer/utility box in our backyard has been falling off the last month and we have been unable to discern who to contact to have it fixed. It also appears that there are weeds and such growing into it, causing a hazard in our yard. Does anyone know who to contact to have this fixed?
