Engineering/Facilities Dept for Utilities research

Does anyone know how to get in contact with their engineering/construction department? My engineering firm is building  a pipeline through out the city of Long Beach and needs to obtain as-built maps to be aware of utilities conflicts. I tried emailing the investigations/facilities email they had but it got outsourced.

I thought it was Long Beach, New York, or even Long Island city, part of NYC.
