Fees charged when agent said they wouldn't be

I have a  situation where upgrade fees were charged when agent said they wouldn't be. It seems from what I've been reading and my own experience, this is fairly typical. Perhaps at a different time, I would be less bothered. With medical needs coming up, I wasn't expecting this charge.
